This Change provided for the future expansion of Brightwater's Light Industrial and Residential zones away from flood prone land. There were also minor changes to Commercial, Open Space and Recreation zoning, indicative roads and walkways. Subdivision is limited in flood prone parts of the Light Industrial and Rural Industrial zones.
