The independent Commissioners David Mountfort (chair) and Liz Lambert granted the resource consent applications to construct and operate an asphalt plant.

Tasman Bay Asphalt Limited proposes to construct and operate an asphalt plant at 272 Bartlett Road, Appleby, next to the Waimea River berm.
The proposed hours of operation are a maximum of ten hours (daytime - and no later than 9.00 pm) within any 24 hour period, and with asphalt transported off site between 6.30 am to 10.00 pm.
Acoustic barriers are proposed along boundaries.
The proposed asphalt plant is a MARINI Latin America Carbon T-Box 130 Asphalt Plant. It is described as a modular relocatable system.
The attachments to the AEE show the proposed site layout and images and specifications of the plant. Those modules include:
With the exception of the silo module, no foundations are needed.
Proposed structures are up to 11 metres above ground level - the silo and stack would be the tallest.

The land is zoned Rural 2 under the Tasman Resource Management Plan, is within the Waimea River Park, and vested in the Council for river control purposes.

Note - subsequent to the lodgement of the application, the Applicant and Council planners identified that some other resource consents originally applied for were not needed, as those parts of the proposal were considered permitted activities.
