The Purpose of the Long Term PlanWe prepare a Long Term Plan every three years in consultation with the community. The plan sets out our activities and priorities over the next 10 years. It explains what we're planning, how much it will cost, how we'll pay for it, and what it all means for rates and debt.
In 2019, the Government reinstated the purpose of local government to include promotion of the four aspects of community well-being: social, economic, environmental, and cultural.
Through the Long Term Plan, we strive to balance contributing to community well-being with what is affordable for our District.
We will build on what we heard through the 2020 Vision for Tasman early engagement process to draft the Long Term Plan. Councillors will consider the plans for various activities, their associated budgets and the impact on overall finances. Our financial and infrastructure strategies will also be reviewed. Work will be ongoing throughout the rest of the year to develop the public consultation document and supporting information.

Early engagement allows us to hear from residents as to what is important and what areas the Council should be focusing on in the next 10 years.
Early community feedback provides important input and direction in the development of the Council’s Long Term Plans.
The document was created prior to the COVID-19 pandemic which meant social gatherings were restricted, and scheduled drop-in sessions in March-April 2020 were cancelled.
Community feedback was open from 13 March 2020. The Council extended the closing date (17 April to 12 June 2020) to give the community more time to send in any thoughts or ideas in light of the COVID-19 response and any recovery initiatives. Those who had already provided feedback were invited to make any additions if they wished.
This document sets out the proposed vision, purpose, community outcomes, and strategic priorities for the 2021 - 2031 period. We also asked you for any other suggestions on how Council could improve, and your project ideas.

Staff and Councillors work together to develop the consultation document for the Long Term Plan 2021 - 2031 in workshops. These workshops are not open to the public, but workshop agendas can be downloaded from our website.
Councillors give direction to the draft financial and infrastructure strategies, plans for various activities (e.g. solid waste, environmental management etc), associated budgets and overall finances for the Long Term Plan. Staff and councillors take into consideration the feedback received through the early engagement process that took place in March-June of 2020, as well as views of community, business, and interest groups. The consultation document and the information used to develop it are formally adopted by the Council prior to public consultation.
Formal consultation is your opportunity to tell us what you think about what is planned for our community for the next 10 years. The consultation document and supporting information (below) will be available for community feedback during formal consultation.
This will be your chance to let us know whether we have got the balance of service and cost right.
We plan to consult with the community on the content of our Long Term Plan in March/April 2021.
From November 2020, we will be putting together our consultation document and supporting information, ready for your input in March/April 2021.
We will hold hearings in April, where you have the opportunity to speak in front of the hearing panel. The hearing panel will then deliberate in May of 2021. This will be your opportunity to have your say before the final adoption of the Long Term Plan 2021 - 2031 in June 2021.

Any changes received will be considered by the hearing panel during the deliberations, with recommendations presented to the Council. The final Long Term Plan 2021 - 2031 is expected to be adopted in June 2021.
