Proposed Plan Changes 73 and 74: Omnibus 2 Amendments and Special Housing Areas
You are invited to submit on the following proposed amendments to the Tasman Resource Management Plan.
Change 73: Omnibus 2
This Change:
- makes minor amendments to correct errors or anomalies,
- makes simple adjustments to improve clarity of interpretation or implementation
- removes redundant items where these are no longer required
- changes rules which result in different permitted activity allowances for various activities
- updates various zones
- removes unnecessary rules
- extends rules where these are inconsistently applied across the district
- adjusts locations of some mapped Plan items
- changes site specific rules now redundant.

Change 74: Special Housing Areas
This Change proposes to rezone five areas within Richmond and Pohara. The purpose is to rezone land that has been approved and consented through the Housing Accords and Special Housing Areas Act 2013 (“HASHAA”) for residential development on land that is not currently zoned Residential. It proposes to rezone the land so that it is appropriately zoned to reflect the approved land uses - essentially it is a ‘tidy up’ so that the zoning of the land reflects the approved land use.

Availability of proposed amendments
The proposed amendments are available to view at the Council’s Richmond, Takaka and Motueka offices and libraries. Submission forms are also available in these locations or can be completed electronically.
Submissions
Any person may make a written submission but, if the person could gain an advantage in trade competition through the submission, then the person may do so only if the person is directly affected by an effect of the proposal that:
- adversely affects the environment; and
- does not relate to trade competition or the effects of trade competition.
Submissions must clearly indicate support or opposition to the provisions, the decision that the submitter wishes the Council to make (with reasons), whether or not the submitter wishes to be heard in support of the submission and an address for service or contact address.

Consideration of proposed amendments
After submissions have closed, the Council will publish a summary of all decisions requested by submitters. There will be a further period of 10 working days within which further submissions in support of or opposition to those submissions made may be sent to the Council. The Council will then hold hearings on all submissions and all submitters may be heard. After the Council considers the submissions and makes its decisions, any submitter who is not satisfied with the decision has the right of appeal to the Environment Court.

Operative Plan Change 70: Network Tasman Site Expansion
Proposed Private Plan Change 70 (Network Tasman Site Expansion) was approved on 17 December 2020 to commence as an Operative Change to the Tasman Resource Management Plan from 16 January 2021.
